I don't think you can base price ranges through painted items first of all;

Secondly the sellers at 11 ref rarely bump, maybe the reason why it doesn't sell that fast;

Thirdly there is NO ONE (at either bp.tf or outpost), as of the moment this comment is written, else selling below 11 refs, non painted that is.

I want to downvote it but I'd like to listen to others opinions, but no comments thus far.

This is purely my opinion I'd like others to refute/ aid it.
