The person(Brain Maggot) made a deal with a seller to replace real money for pure
He payed 22$≈ 9 keys
$22 / $2.50(1 key) ≈ 9 keys
keys are actually 2.03$ approx. so the actual price of this is actually 1 earbud, or 10.8 keys
The guy did ask for 9 keys though, and the seller's definition of 9 keys was 22$

SCM doesn't really use paypal prices on keys, it uses their current resell value(in this case, 2.15: http://steamcommunity.com/market/listings/440/Mann%20Co.%20Supply%20Crate%20Key )
In this case, the sale's true value is 10.
Real money is a vague term -- he didn't mention it was scm and I didn't bother to view the pictures.
Anyways, valuing keys at 2.5 it's 9 keys. I'd still call it an outlier.
I think that this price is actually accurate and this unusual how a pretty low tier effect. 9 keys is an appropriate price since both the effect and hat are not very valueable
