Your only seller at 22 is only 3 hours old though. Same as your 1st seller at 23.

He didnt decline. He got offered.
He didn't take the offer.
Doesnt mean he declined, other guy could have retracted or maybe he didnt see the offer. No proof of him declining.

couple days before those sold at 23, (this was right before/during last drop to 23 keys) I sold one for 24 keys.

my only guess is that there is a perception (dont know if there is any evidence to support it) that more are dropping more often.
