When I checked the histories, the bud didnt seem to match (because it seems to have been duped like 10 times o.O) but the screenshot shows a bud was involved :P
That's what I thought when the owner 1st suggested, which is why I thought it was 11.4 in the previous suggestion, but then he added me and gave me the screenshot.
And asked me to suggest.
The buds can actually be identified through the item history ID.
Look at the numbers in the history of the items below( Look at the row Bob™)

The item IDs are as below

You can see that the first 8 digits are the same with only the last 2 digits being different. When item IDs have such trends, it is indicative that these items are involved in the same trade.
Why should it be 12 buds when that was is pure B/O? Max for unusuals+etc would be 13 buds so I think having 12.4 is right." No sale should be valued higher than a hat’s buyout in pure. If a person in the comments of a trade states a willingness to sell for "x" pure, the trade should not be valued above "x."
Well that's stupid.
If they payed in unusuals and didn't go over his unusual B/O why should it go down to his pure price?
