It's not like I was changing something simple on your suggestion, I just found another sale that you missed.
I'm pretty sure you'd have to do 9-9.5 because of that unsold.
I personally really hate capping the value due to a buy out (even a fairly aged one) when there are sales at higher. Plus, the average value comes out to be 9.5, so I'm not worried about it.
The 10 pure sale also happened while the person who is selling for 9.5 had their trade up, they apparently just have some shitty luck.
There's a collecting offer of 12 pure not too far in the comments. The B/O has probably changed over time.
He had the same luck as the other guy, just a different attitude. He seemed to have thought he wasn't really offering because it wasn't in his backpack at the time. Also, I don't feel I should be telling you this, but just because your opinion is to not cap it because of a B/O especially a very old on, doesn't mean it's correct.
There is absolutely no good reason to cap the value of a hat with a tight range and pure sales based on a b/o when the b/o is literally the average value between the sales. If the hat were to sell today for it's b/o (and this hat is clearly capable of selling for this much given the sale @ 10 pure) there would be no issue, it would just be a helpful supporting sale. And it's not like capping it at the b/o would make the price be 9.5 flat; instead the price would be 9.25, which makes no sense given that the only reason the price isn't 9.5 is because of a b/o at 9.5 yet the price ends up lower.
He has a sale for 9 and a sale for 10. 9-10 is a fine range, even with the B/O of 9.5, which is right smack dab in the middle of the range.

Well, not everyone likes Team Captains or Circling Logo effects. If it were for profit, that may have been a good deal, but I personally like War Pigs more than TCs. But that's just me. =/
EDIT: Are you sure it was a TF Logo TC? I saw someone offer a G.C. TC, but not a logo one. =/
