When pricing a cash value in keys, would the price of keys used be based off of the Steam Community Market price, or what traders are willing to sell for via Paypal/Money Orders/etc on third party sites?
I always thought it was the latter, but I could be wrong.
It was sold on the SCM so it needs to be priced with the value of keys on the SC market.

Exception 2: Rare Hats
Any hat can be priced based on a single sale if ALL these criteria are met:
- There are no other recent sales in the last 3 months --- TRUE
- The hat went to a collector or person who intends to keep the hat. A collector can be identified by looking at the person's trade history, item history of similar unusuals in the backpack OR if the owner has not resold the hat 1 month after the sale occurred. --- TRUE
Someone will probably say something about it being priced in buds over keys, but in the current situation it doesn't seem like a problem.

Well, looks solid! Interesting to see Arcana went for so much less than Spellbound (Personally, I like Spellbound more but its interesting to see the gap was so big.)
Doesn't look like there's any other sales or the current owner is gonna sell it.

My only concern with this is that eventhough you claimed to be a collector, you seemed to have the intention of selling your collection in this trade http://www.tf2outpost.com/trade/24628406 .
Can't really be sure if you will keep this for at least a month before putting it back onto the market though.
If you look a little closer to that trade you will see that the Arcana Modest Pile Of Scrap is not listed for sale in that trade. :D
It is not the fact that it is not for sale now but will it be for sale once this suggestions is accepted. If you are a true collector, you wouldn't be selling any of your modest pile of scrap.
:D I'm probably the highest tier Scrap collector on the market. The trade your questioning has been posted for more then 2 months. No other Scrap offers in the trade(while some truly nice hats) have interested me to date. Please don't penalize me for attempting to advertise my collection in order to obtain more Scraps. If you would prefer I could close this suggestion and re suggest in a month.
