Houwar+1 bud makes it 12-13 bud offer but i still declined,

Yes its offers ALONE which means that i can make high value based on offers but still the 12 bud sold one is proof enough to make this minimum price correct me if im wrong.

Thats why i suggested you close and resuggest this at 12 flat. But someone has already countered with additional sale at 11

There was a plenty of suggestions where offers were used to set an end on it. The first one which comes to my mind is scorching BoA, check it yourself.

Actually he is kinda right, the offer doesn't alone make a suggestion. But when he has a sale lower than the offers it's okay to make the high end off offers. Just like you can't make a suggestion only by B/O's, but you can still use a B/O as low end if it, if it's lower than the sales.
