Sale occured while this suggestion was made: http://backpack.tf/vote/id/54f1298cba8d88b6668b468b People had been already selling for 38-40 keys (which at the time believe it or not was less than 3.3 buds) even though the suggestion hadn't been accepted yet.
you can't just arbitrarily suggest in keys.
the majority of the sale was priced in buds, so the price should be in buds.

I dunno what shaky logic train you're trying to use to dislodge that fact, but its pretty darn obvious if you look at the dates.
imo everything needs to be priced in keys, especially higher tier items.
This hat is roughly 38.75 buds, counting buds as 8 keys
its VERY easy to buy buds for 7 keys, so when it gets updated and say.. drops to 7 keys, this hat just lost almost 39 keys in value, which in buds (At 7 keys each) is a 5.5 bud loss overnight just because your hat is priced on a falling and dying currency.
Keys > Buds.

I'll wager on the rules.
Perhaps the rules are 'wrong', but that doesn't mean they can be selectively applied.
He is saying that at the time maxes were being priced @ 39 keys each, and since there is 6 max heads involved in this trade and 11 keys, 6 x 39 + 11 = 245 which means a majority of this sale was in items valued in keys so it can be priced in keys
I do believe he has to apply overpay to level 1 max's though
price suggestions are commonly open for weeks, if 'being priced at' is allowable then things get disgustingly complicated.

That is the price that should be used per every rule or moderator comment I've ever seen.
The Max head suggestion was opened @ 9:35 pm on the 27th and accepted at 12:20 pm on the 28th... so it was not even open for a day.
Yea the sale missed the suggestion by a few hours but at the time Max's were being sold for 39 keys on the market anyways, this should be fine.
Overpay on the lvl 1 maxes were already applied.
