I'm not incredibly positive, and am probably just making a fool out of myself, but, I don't believe that the 2013 Halloween cosmetics are craftable, and so this shouldn't be in the blanket. This is even a real hat per equip region, but I know that doesn't matter :P

Many trading websites don't even see the 2013 halloween cosmetics as crafting potential. Upvote.
