You can count yourself -- 42 keys. Guy would have taken 3.7 buds and had it forever, so this was not a quicksell and he clearly knew the value.
This hat is 1/1, and the owner of the hat has been methodically lowering the price as shown below, further proving this is not a quicksell;

he eventually just dropped it to 3.7.
The b/o was 35.15 keys at the time so it shouldn't exceed that
I was presenting B/Os just to prove it was not a quicksell. But if he sold it for 42 keys, thats what it is worth.
A sale can't exceed the pure b/o that the trader is willing to sell it for
But, it clearly did. The seller clearly sold it for 42 keys pure. Sales trump B/Os.
If someone has a B/O for 80 keys, but someone offers 100 keys, the Hat is not worth 80 keys.
If someone wants 80 keys and someone pays 100, will EVERY SINGLE SELLER change their prices to 100 keys?
Except your logic is flawed because this is a 1/1 of hat. Meaning, there are no other sellers

^^ That's what I was getting at.
If his B/O was 35 & it sold for 42 keys then the hat can't be valued higher than 35 keys in the suggestion.

I don't see why you are going on about logic. For someone selling a hat for 80 keys to sell it successful for 100 keys, don't you think it would be illogical to pay more than you have to for no reason?
I am assuming that you used 9.5 keys * 3.7 buds for the b/o of 35.15 keys. The sale actually occured between the 1st -4th of march. At the time, the buds value according to the item stats page is 12 keys. 3.7 * 12 = 44 keys. The b/o was actually 44 keys.
So the b/o cap doesn't matter here.
