Shinka, the person I bought the hat from, told me that Mad Butcher was in a hurry to sell the hat for some reason. Mad Butcher sold all of his unusuals and currently has only a gifted juju and 4 strange weapons that he is the original owner of as items with values over a key.

Shinka has asked for roughly $180-$200 in value from me the entire time (since February 22nd), but I was reluctant to pay that much knowing he bought it for 30 keys originally. I've been trying to secure the only other bat Soviet, but it appears its owner no longer plays games (last played game was Nov 8 and usually offline for 12-19 days at a time and online for 15 minutes when he does get online. I've missed him every time).

Shinka was my only chance for a bat Soviet and I just had to bite the bullet and open the wallet to get it. Shinka definitely didn't flip it. He was very reluctant to sell and on several occasions decided not to sell. I have two mentions still in my chat history:
