http://www.tf2outpost.com/trade/25150395 - think it sold for 6 buds + 2 keys. Though it's possible it was 6+14. Either way would be less than 92, even at the time

Sale before that was also under 90 keys and involved 4 different hats, two of which are duped. So not really a usable sale, but supports the need for the change.
