I checked scrap.tf for myself so I know they buy for 1.44, but both of the links you provided don't show that they buy for 1.44.

Yes it does. I provided the list of hats they DON'T buy, which means every hat NOT on that list can be sold.

2 Times was Geel from Scrap.tf trying to suggest price by using scrap.tf as proof. Suggestions were closed because scrap.tf is not counted as proof.

He also got b& once for it

That's because he tried to lower it with purchases the bot made, which is not allowed because people use scrap.tf for convenience and quick-ness when it comes to lowballing/getting keys/ref quick.

But yes, people can sell it there.
