Buyers don't count when raising the price.

If I am buying Strange Golden Frying Pans for 0.11 Refined Metal, doesn't mean that the Strange Golden Frying Pan's price should change to 0.11 Refined Metal.

You have that mixed up with sellers. If buyers are willing to buy at or higher than current price, then the price may need an update. As for your example, that is just obvious lowballing.
