I would suggest at 17-18 keys personally.
10 keys + 18 tod tickets (0.43 keys each) = 17.7 keys, rounds to 18

your sale was actually a little over 18.. 17 - 18 would be exact but this will suffice.

Can't buy tods anything below 18.77. Keys were 19 ref at the time.
18.77 * 18 = 338 / 19 = actually ~17.8 so you could round to 18 and use the other buyout to extend the range to 17 - 18
no, keys were 20 at the time :D i remember when i sold tickets and bought 20 ref keys for it :D on trade.tf
