First is lvl 100 so invalid. But the second one is okay. No sellers at 8,66 on bp.tf either.
Levels hardly mean a thing anymore, even collectors are giving up and people don't care much about them anymore.
Only collector lvl is 100. I saw someone selling lvl 100 cosmetics for like 6 ref each and their price was 2-3 ref and he/she sold like 2 at least. So lvl 100 is a collectors lvl. Lvl 100 stuff can easy be sold above regular price. Other lvls however, such as 42, 1, 69, 99 have no value, it seems.
Actually, lvl 0, (sometimes 1, ) 42, 69, 99, 100 are all "collector's" lvls.
I've sold plenty of these items. Even had separate Trade (TF2OP) for them ^^
