I currently own one. And I am currently selling this hat. I have a lot to do with why I am suggesting this actually.
In late March, I sold one of these for 20 keys on backback.tf. I then proceeded to buy another of for 15 keys in less than ten minutes from an outpost user.

44 Blizzard Dragon born exists, but only 2 are on the market (counting mine).
Also, if anyone is interested, I bought my first one off of Steam Community market for about $50 (proof here http://imgur.com/MPfLlMg ) in February.

Sounds good. I initially thought the 15 key sale mightve been a quicksell the way you worded it, but the guy had been trying to sell for a while, and his 15 key sale took 3 days to go through.
p.s. The opening statement is kinda unnecessary as well.
