ClayRabbit is also paying 16.66 ref per key, indicating anything below should be a quicksell. I'm going to agree with one of the comments here and say the proof at 16 seem weak.

I agree, My friend also quicksold a key in around 2 mins for 16.66, I'd provide proof to strength that but i'll see if i can get it.

just quickly took a look, but a lot of the 16.33 ref sellers are very poorly bumped, if ever bumped at all.

added quite a bit more to my post after looking through the proof more. although, i found a lot of the proof of sellers to be key banks or bots, i havent really looked deeply into price suggestions, but for currency items is that considered valid proof or invalid if they are key banks / bots?

I would recommend finding more sellers at 16. I feel like just twelve sellers for something like keys is not going to be enough proof to pass.

From what I have seen (this is only a small portion of it), 17 is a hard sell, with many unable to sell a key at 17 in a day or so. I don't know about 16 ref though.
