For Unusuals that are rarely traded, even 3 months old can be used.
Also, value is estimated so 11.5 or 12 doesn't matter

Also, I doubt you could price the sale involved Terror-Watt Scotsman's Stove Pipe. There is a reason why I removed that sale from the suggestion.
Going to go with the more conservative drop here. 15.5 is the more recent sale and hat values have in general seen a rebound since we updated the currencies. It's possible that 11 keys just wouldn't happen any more.
