This is my first suggestion, please don't eat me!

Being a 1-in-the-world unusual, this is a bit hard to price, so I used reskins' prices and the one listing as proof.

First of all, on the average effect price, Ghastly Ghosts Jr. is 4.24 buds less than its reskin (Haunted Phantasm Jr.), and the HP Jr. Toy Tailor has an OUTDATED price of 55 keys (11 buds).

The Item Overpay is listed at 52 keys, but I didn't put that as the high value because there needs to be a more targeted point in range than a 15 key differential (the higher differentials only appear on high priced unusuals).

You're going to need sales for setting a price on unusuals with no previous price. You can't base the price of this unusual off of reskins of the same effect.

I won't eat you, but you need proof of this effect.
