Isn't the cooldown still in effect?

there's no cooldown for rising IIRC, if im wrong then it should be cooldown only for a 0.33 or higher rise.

i wanted to do 18.66- 19 ref but there was not enough proof for my high end so i decided to increase 1 rec first.
