Seems to still be selling for around the same price as old value from what I can gather on tf2outpost/market values.

I'm not sure how to search past trades on outpost, but all the current ones I can find have prices listed at around 10-11 keys/similar offers

He can drop them w/ buy-outs, provided there are no sales...

well, someone told me you need solds whenever dropping/refreshing/raising in unusual cosmetics so now i am so unsure

For raising, he needs sales.

For dropping, he can drop unusuals based on buy-outs, provided there are no recent sales. Unfortunately, there is one, so this might be invalid.

I'm not sure if you can use buy-outs to refresh though.
