Sale at 3 keys:
http://www.tf2outpost.com/trade/25793776
Do you know who the guy sold it to, I'm looking at the item history and it seems to suggest that chappy panda bought it but there is no change in chappy's backpack. and when Mango sold it he gained a lot more than 3 keys that day meaning he sold a lot of stuff. if you could show me the backpack of the guy that bought the bar from mango that would be great.

Well, as you say yourself, neither of them really sold for 3 keys. They sold on market. You'll need a sale of 3 keys to price this at 3 keys.
I don't see any proof that it sold for 3 keys. Also if you say he bought it from SCM, I'm pretty sure SCM sales can't be used as main proof.

Seller for 2.6- http://www.tf2outpost.com/trade/25889632
still fairly young and not very well bumped though.
Hasn't been bumped in 3 days now...
It's closed now but is bump time even that relevant on items like this? As of now, there are only 3 on outpost. As long as the trade doesn't expire, there is more than enough room for everything to fit on the first page.
