If we're basing it on looks, then it's obvious that 3rd Gen > 2nd Gen

3rd Gens arn't all that bad, I wish dead presidents had a more HD texture to it but honestly they arn't bad effects
Not saying it is not true, asking only for knowledge. Why is the 16 keys sale an outlier?
Cause:
1. Can't find a proper mini for the Flies Topi
2. 16 is far from 21, unlike 18
3. the 18 key seller was in pure
4. the hat is a minor part of the trade
and 5. the towering mini isn't really reliable
^that too.
Thank you for the answer
2nd gen has no high tier effects but nothing can beat that Stormy and Blizzy!
