Third time's the charm.
Your 3.33 "sales" are duplicates.

Verified by using bp.tf's backpack view for the player in that screenshot (id 76561198051229056) and checking the history of the only mutated milk entry there, leading to this page:
http://backpack.tf/item/2753821719
So that's one sale at 3.33 to a player that probably doesn't know any better.
Additionally, here are a few sellers at 2.33. Recent, but definitely here.

One sale with plenty of counter-evidence and no other supporting evidence just isn't enough to raise a price.
"Being unbumped for a week is irrelevant..."
... Eh? It's entirely relevant. It means it's completely useless as counter-proof.
Of your sellers at 2.33 ref, all are <1 day old and two are duplicates, which is kinda ironic.
Of your solds, 1 sold without a bump and the others I have no idea when they went. If you can find out when they sold, that'd be useful counter-proof.
Personally I would've stuck to 2.33-3.33 but this counter-evidence doesn't hold water.
re duplicate, sorry, miscopied link. fixed
Unfortunately I'm having trouble finding dates for most solds because their IDs aren't trackable right now. Either they don't have any, or they don't show up in systems that have timestamps.
The only sold date I can find is for the last sold listing, which shows it was sold on April 27th, which isn't great but it's still relevant info. http://backpack.tf/item/3672031108
One was sold sometime after May 2nd (probably very recently because it doesn't yet have a history entry on outpost, which updates often), one was sold sometime after May 8th (same deal here), and the other was sold sometime after May 3rd because it has an entry on outpost but doesn't have the necessary history on bp.tf (http://backpack.tf/item/3520588411).
While it's hard to provide solid evidence at 2.33, that's simply because it's hard to provide solid evidence at any price range for this item. Sales are scarce.
You are kind new here but, that duplicate thing that you are talking about, doesnt exists. All the proofs are completely fine.

http://www.tf2outpost.com/trade/25927212 - seller for 2.33(young)
http://www.tf2outpost.com/trade/25905340 - 2.33 (2 days old)

Thats not a good range.
Those all sold.
those are the links I gave you, none of those were quicksales
i just bought one for 2 refined yesterday, don't think it needs a raise
I've sold plenty for 3 ref minimum, I know its a small market.
Just a ton under 3.33 in classifieds. This will need a range
