Common trade point appears to be 15 ref by looking at classifieds and outpost trades. 15.66 isn't common enough to be in the range

Not sure how relevant. Your suggesting is making it look like 15 ref is hard to come by, I'm just showing that's not really the case. There's also 19 below 15.66 in classifieds currently. Are a couple of sales at 15.66 enough to include it in the range?

Well there are 2 sales for 16 ref though one did not give a screen shot

Page and a half of classifeds at 15 ref or less then they jump to 16 ref.
