Conclusion:

I'm valuing the 22 key sale as a low outlier and possible shady sale, as the seller was banned on outpost for pending SR scam reports several months before. Probable quick sell-off to a low bidder just to cash out for what was possible before being banned. Also, from current B/O's on market at this time http://www.tf2outpost.com/trade/25926245 , it seems 22 keys is a very low quickselling price.
