Looking at the criteria, it says rare items if you are using less than 10 classifieds. Does this really count as rare? If so, then I will gladly up vote.
The market is fairly small for clean versions, so I would consider it rare in that sense, I got a green light from polar to include 1, so should be fine.

Calling the steam market ~1.0 is probably a little over-conservative. The standard sale range has been $2.50-3.00, with $3.00 more common outside the last few days, and the two most recent sales above $2.50. Typically, the market price is pretty close to a straight 1:1 with key purchase price, since somewhere between the low-end interpretation (how many keys you can buy with the sale, 0.85-1.05) and the high-end (how many keys you'd have to sell to buy it, 1.15-1.4) is usually more accurate than just taking the low end.
All that just means that the steam market more or less supports 1-1.2, though it also wouldn't exclude the possibility of the current price plus a range.
