Let's make this have a suggestion that actually has PROOF in it
http://gyazo.com/0aae891f9984114a236979273469ca98 Buying for 1.44
http://www.tf2outpost.com/trade/25943951 Selling at 1.33
Based on the new non-unusual suggestion guide, you'd need at least 3 buyers to raise the price.

Actually, this falls under the category of rare, low value items, since there is only 1 non-painted classified seller. According to the guide for rare (<10 classifieds listings), low value (<10 keys) items:
- Raising Item Values
Completed sales or buyer trades from websites or classifieds can be used to raise an item provided that they have been bumped at least once. If you only have a single sale, check classifieds to see if there are multiple sellers for less than that sale value to see if it should get a range.
I don't see where that says you can use a single buyer, it says single sale, but maybe I'm just tired. Am I missing something? D:
In the general section above that, on valid proof, it says
Buyers: There must be at least 3 different buyers at a given price to count as valid trades to raise the price on an item.
Tiny Cat is right. We aren't really sure how reliable buyers are in classifieds which is why the only rule we have on the buyers is to have at least 3 as proof in a suggestion. I'm willing to leave this up for some time to see how things go. As the buy orders become more popular, we'll get a better sense of how reliable they are.
