There are many sales of clean versions of the hat being less than 40 keys which is of a duped version. Looking at one of the trades for the duped version of this hat, http://www.tf2outpost.com/trade/25726146, 32 keys was up for a good 1 week. The 40 keys sale is potentially an outlier here but it seems to be a solid sale with you receiving an offer of a duped Blizzardy storm Tossle + 5 keys pure. This will probably be closer to 40 keys.
