I would like to present evidence to prove that the old low bp price was more likely an outlier.
Sale 1
Retrieved from the previous suggestion - B/O of 30. Sold for 20 keys + some sweets (Less than a key)

Seller's bp before trade: http://backpack.tf/profiles/76561198066311459?time=1429858800
Seller's bp after trade: http://backpack.tf/profiles/76561198066311459?time=1429945200

3rd Seller offered a Logo Hetman's (12.15 keys overpay at the time of the offer) + 6 keys + Craft #1337 Crown of the Old Kingdom for it.
However, the Hetman's never went to the other trader and the 3rd seller still has the #1337 Crown. So another offer must've been made.

Sale 4
This one's mine. B/O of 25 keys. Added 8 Keys for a Disco Sergeant's (Average bp price x 90% = 36) = 28 Keys (Outlier)
Buyer was told that the b/o was higher than the actual bp price, but said that he liked the hat and only asked for 8 keys. Tried to offer him items with higher bp prices, but he got offended that I was worried about lowballing his item and he wouldn't take other offers.

Even though I assumed that the buyer intended to keep the hat since he had paid more than high bp price for it. The buyer immediately went on to the Steam Community Market and sold it some days later for 57.50 dlls. While there is evidence of a Titanium Tyrolean being sold recently for 57.50 dlls I didn't actually took screenshots of the Frostbite being sold. Since I don't have proof I'm not using it as evidence, but felt like mentioning it since I was keeping track of the hat's movements.
Final Thoughts
-The past suggestion had one sale at 14 and one at 20. The suggester (The one who sold it for 20) even mentioned that it was easy to sell.
-All other sales added were made after the item was priced. Even though bp priced it at 14-20 it did not receive any offers near 14 after the pricing and offers made at lower than 20, even 18 pure were rejected by the sellers.
-2nd Seller's item overpay, my sale and the sale of my buyer prove that the item can potentially go even higher, however, I didn't take them into account for various reasons. First of all, 2nd seller lowered his b/o and settled for 20 pure. Second, the Disco Sergeant has an outdated price and since it's likely an outlier I didn't think I needed to make a mini for it. Lastly, I didn't gather evidence for the SCM sale because of the next reason.
-Three sellers were content with 20 keys and of those three two had b/os of 20.
-I assume it's safe to revise the price now since three Frostbite Tyrolean's were circulating the market at one point and now there are none. Considering this then it's unsure when new evidence shall arise.
I don't normally suggest prices, so any feedback is appreciated.
Yeah, 18 seems QSish. Would've been accepted at the time due to those being the only sales, I'm guessing. Enough proof to make it a flat though - I'd almost go 20-25 tbh but common B/Os have been 20 so this is good.
I would've preferred for it to go even higher since I believe frostbite is a decent effect, but 3/4 of the sales were of 20 so to me it made more sense to have 20 flat as the price.
I was looking for sales for another item and found a sale for this.
