Sale 1
Had mine up at 13 for a while, not a single offer. Dropped it to 10. Finally sold after a whole week of "quickselling" for 10 Keys pure.

No other recent sales for pure that I know of.
Does it count as a quickbuy when your paying price is literally the highest on the market, and a seller can't seem to get a buyer at that same price for a whole week? I doubt it.

Are you sure? It looks like the buyer of the Sultan and the seller of the Capotain are the same person. So it was the Bombing Run and the Sultan for the Capotain and a smoking Dapper Topper, if I'm not misreading the trade histories.
If we assume 14.5 for the Capotain after multiplying 16 by .9, then knock off another key for being gifted, it's 13.5 for the Capotain, and that's being generous. For the Dapper, we end up with 11.7 after multiplication, rounded up to 12. But wait! The Dapper in question is duped. http://backpack.tf/item/1503496172
Does this mean we can't use it as evidence, or... what? I'm honestly not sure what to do. I'm not used to this suggestion stuff.
You're right, there was also a Dapper involved in the sale. Nevermind, forget what I said above, could be an outlier ^^
Sales don't have to be for pure, if there is a sale in items you times the price by 0.9 to find the actual price of the hat, and for this hat, as it is so popular (as in there are a lot of them), you are going to need more sales, but good start.
