The current range is 23-28, so sellers at 25 aren't exactly showing much - sales are needed here instead of sellers for it. :P

Just because someone is selling for the current value doesn't exactly mean that you can go "oh hey, this MUST be the value of this hat" - here's an example:

Never said it was the exact price, and I understand that the currently value always isn't correct. However, everything you mentioned was a quicksale, and it doesn't take a week to sell an unusual (unless you are online a crap ton).

I see, still you are totally missing the point of the price suggestion :P So, I suggest you make a suggestion for this where it belongs... since you seem so willing to go through all the evidence.
