I'm confused. What exactly counts as a refresh? because I closed my refresh suggestion on the Ye Oiled Baker Boy hat because I used the same exact range, and didn't know about this whole refresh thing. But this suggestion looks like it's trying to narrow the range. Could someone explain why this counts as a refresh if the price range is different?
Narrowing or expanding the range of an item with the same average price could be done, but not refreshing the price of an item the same as before.

as you said, narrowing or expanding range is okay, which is why it's confusing me that backpack recognizes this suggestion as a refresh but OP chiped the range by 1 ref on both ends, which would mean it isn't a refresh, right?
