As for the suggestion, I don't see any proof that "the summer sale" is causing the price to drop. You still can't set a high end with a seller. I would go 9 flat.
for low tiers, i don't just look at outpost and classified, i tend to look also into steam market. Actually almost every unusual prices on the steam market is dropping.

The high-end was based off a 50 key seller only because of the sale that occurred at 60 keys being deemed as an outlier.

Obviously, with a few sellers at much lower than 60 keys, it was evident that the 60 key sale was an outlier and thus did not need to be included in the range.

With the amount of time it took you to sell yours at 9 keys and one unsold for ~4 weeks with a B/O for 10 keys, this shows that 10 keys is pretty difficult to obtain for this hat. As HarryG already stated, 9 keys flat would be a better representation of this hat's value.
he didn't put it on outpost after 1 week, i'd rather stay on the conservative side
