there are very few people trading for this item, some of them buy and sell for 1.25 keys, i buy it for 1.1 keys and sometimes i can find people selling it for even lesser, see picture:

    You're also a buyer at 1.1 keys on classifieds, can't use that for low-end

      that's the reason i used a range.

      i'm a buyer on outpost too, and i provided a picture with trades at 1.1 and 1

        Meaning that sales <1.2 keys are non-sense.

          most of them sent me a trade offer when they saw my trades on outpost and bazaar.

            Not really, if there's a seller at 3.66 Refined and a buyer at 4.00 Refined, there's no reason to take off 3.66 Refined from the range, needs to be a 3.66 Refined to take it off. (not completely sure though)

              people send me trade offers to sell this item for 1.1, as you can see in that picture. is that a valid proof?

                There are a bunch of buyers for craft hats for 1 refined. People send trade offers for those people for 1 refined. Should craft hats be valued at 1 refined?

                  my english is not so good, so i can't explain in the way i'd like.

                  a lot of people trade hats, so you can call them quicksellers if you want.

                  for this item:

                  noone is selling it on bazaar (just 1 guy selling it for cash)

                  2 trades are open on outpost, 1 of them doesn't have the item in his backpack, the other one opened 8 hours ago, this means that until 8 hours ago there where no trades for this item at all for days.

                  with so little market for the painting set, the sales i've done in the past days are significant.

      where does your range come from?

          from the sales i've done, check picture on the OP.

          note that just 2 people have a trade open to sell this item, 1 of them doesn't have any painting set in his inventory, the other one opened his trade 8 hours ago; this means that until yesterday there where no trades for this item at all.
