I can say that he sold a duped and gifted Terror-Watt well-rounded rifleman, and a clean CPS Sergeant's Drill Hat, for the panama, but there is still no overpay calculation, and both the panama and well-rounded rifleman are duped, and Idk if dupes count for valid evidence.

iirc, I think you can use duped and/or gifted sales to raise a hat, but not to lower it.
know the cant lower part but was unsure about the raising thing

it depends on how long it took to quicksell, for the DBD antlers i remember that the low end was set using a quicksell because it took 2 weeks to sell for all pure
