Conclusion:

Multiple 11 Key sellers and is the most common trading point. Couldn't find sellers at 12 on outpost so removing 12 from the range. Could argue that 10.5 could be in the range but 1 seller doesn't seem enough to support it. Taking the range of 11 keys flat.
