Nope. The normal quality was a bug for some stock weapons (see the SCM for some, or search), because Valve is dumb. Any crate with that weapon could give one.

As for the Aussies, I guess while the bug wasn't patched (which it is now), MVM rewards? :P

I unboxed a #27 and got a normal Sniper, sold it for $30 on market.

You're right. The aussies that dropped from mvm tours during the bug-day were normal australiums. Apart from the nade launcher and medi-gun, there is also a flamethrower in existence.
