    20 looks a bit low, http://www.tf2outpost.com/trade/26250505 offered Stormy Chieftain's and 10 keys (~27 after overpay) and Ghosts Cockswain's (~33 after overpay).

      There are 4 sales at 20... Discounting them all because of a couple of offers doesn't seem logical to me. Yes it can sell for more, which is why the higher sales are also included in the range.


      Both hats in those offers are also outdated and the cockswain's being offered is duped.
