...because he's not reselling. Go look.

It has only been 9 days since the sale. There is nothing suggestive of him keeping the hat from the seller's outpost trade and his backpack doesn't exactly indicate him as a collector. Just because he isn't selling it on outpost now doesn't mean that he will never be in the next 22 days.

Just look at his past trades, he has been selling aviators of other effects off as shown below

Without further evidence of him being a collector of this hat, this doesn't satisfy the criterion,

The fact he's not reselling it is proof he's not reselling it

If he goes to sell it I will close this. There is no authority to do so beforehand, and it is dangerous precedent to create.
