Where 13-16 come from ?

Most non-painted or spell infused Magical Mercenary on TF2 Outpost had the requested 16 ref, and 4 of the classifieds on bp.tf we're 13 and under..

I finally sold my one at 16 refined, it took a while though, I agree with this price range, it seems the most accurate for the length of time it takes to sell at 16 refined, let alone the full 18 - 19 Refined.

Its a large range, but meh. Upvote.
