Key histories won't match up to buyers backpack as he get them off marketplace.tf bot at the time of the trade and we did it instantly once he had recieved them, so I provided a screenshot of the steam trade.

I guess which value you use for your low end is up to you as a suggester. I personally avoid using SCM sales alltogether, so if I were to appraise it I'd put it at 25 flat (Not saying you should, you can keep this as it is). Seeing how it has already been suggested based on the SCM sale, it makes sense to include it.
Seeing how the difference between the two options will have a variety of .5 keys for the total value, I guess its not that relevant which of the aforementioned methods you use. In my eyes, both can be considered equally accurate.
I still don't understand tho why 18 and not 19.

but you're carrying over the entire previous suggestion for this low end, so you'd use the mean which is 18.75
Exactly my point of rounding, as taking low-end would mean excluding the buyer's side of deal.
