in the simplest way I can put it:

This suggestion needs a mini for the duped variant

the suggestion you sent a link to had a mini for a clean variant

when making minis for clean hats, you are allowed to use trades that sold the clean hat for a duped hat

when making minis for duped hats, you can only use sales that sold the duped hat for whatever it sold for
