Reasons: 1.Can't get a clue(for sure) about who offered on what. 2. Law price was based off outdated(already) price of skullcap, and it was in buds at the time of sale, right now price is somewhat updated, supporting the overpay.

Key histories don't match. DBD KE (121). Without overpay it'll be still very close to 125 and won't be considered. With overpay however, it will perfectly support high-end.
