If the market is extremely small for an item, and no/very few valid traceable sales have been found, a buyer who's buying for a higher price than normal should be enough proof to rise the value of the item.
Buyers can be used to raise items, too. Sales are not always mandatory for raising.

It depends on the market. If there is about 1 page of sellers on Outpost, then no. You don't need too much proof.
If the market has 8 pages, then yes. You would need a lot of evidence.
He's using what he can, if there is nothing else he can use then it's fine.
