I'll throw you my reasoning for applying overpay real quick;

Although it was a 2:1 and that taken in isolation will always suggest the two were offered, the Neckwear had no outpost listing.

And moreover, without overpay this suggested price would be above the current B/O on the market, so, eh.

I'll wait until I see proof, I feel that evidence is strong enough to stand on.
