Blahblahblah 5% rule. This is removing the high-end from a range, so I think it's significant enough to be an exception. And who even follows it anymore? :P

Changes less than 5% are at the mods discretion. The rule there is just a warning to not be upset when such a suggestion is closed and deemed insufficient, especially when no rationale is provided.
