Outlier and why:

http://www.tf2outpost.com/trade/24971800 has been offered 30 keys, but was then retracted due to the fact that it is duped. Indicates a clean one can pull 30 pure [offer was 4 weeks ago, in date and after the 12 sale], making 12 clearly too low

Conservative bump down to 34
