according to the rule:
"Any hat can be priced based on a single sale if ALL these criteria are met:
- There are no other recent sales in the last 3 months
- The hat went to a collector or person who intends to keep the hat. A collector can be identified by looking at the person's trade history, item history of similar unusuals in the backpack OR if the owner has not resold the hat 1 month after the sale occurred."

So basically this paradoxical. Either you are selling or you are not. If you are NOT selling, you are indentified as a collector and this can pass, but the trade on your outpost goes against the tf2outpost rules.
Might as well ban half the unusual traders on outpost then because they won't sell anything either, "just taking offers".
You must've misunderstood. To be a collector you must intend to keep the hat. If you post things on outpost you must intend to sell the hat. Taking offers but with the intention of selling it is okay.
Collectors are more than welcome to list their items, people just need to be prepared to prove that they're the more deserving collector. To be a collector you have to have a clear record of owning other similar hats. Kevin is a pretty obvious collector on account of the 400+ genuine Shamans they own.

I feel like buying over 400 of the same hat over a period of longer than 6 months makes it that I'm not just suddenly proclaiming myself as a shaman collector, but whatever
This is worth above 300 Keys anyways, so one sale for these kind of hats is usually fine before the month passes.

the low tier ones are so expensive and have such low demand for their looks I could never bring myself to buy one, amarathine is nice though so I figured I might as well :3

Sales for high tier hats (>200 keys) can be based on a single sale if there are no other sales in the last 3 months. Estimations can be made for unpriced / outdated parts of that trade as long as reasonable estimations are provided. "

In my opinion its fine that Kevin is listing it on outpost, as a trader of course he is looking for offers, but as a collector (proven by the shit loads of Genuine shamans he owns) we know it will take a while before het gets an offer that makes him want to let it go.
Upvote, I see no problems with pricing it at this for now. And congrats on the buy :)
